Roles and responsibilities required to implement all crisis management capabilities should be identified, documented, and communicated well in advance of a crisis. Thoughtful consideration should be given to people, skills, experience, and competence. Included in this process is the consideration for the resources needed for each element of the capability. One specific role is that of a Crisis Coordinator. This role is essential for the organization and preparedness of the Crisis Management Team. Every CMT should have one. He or she acts as the facilitator during an actual crisis as well as the person who manages the training and exercise program.
